Unable to open or edit all dashboards

Troubleshooting


Problem

Users can create new dashboards but after they save and close the dashboard they can't open it.
The problem is with all dashboards and all users.

Symptom

The dashboard appears to open blank with two pop-up messages:
Unable to load the requested view.
The dashboard cannot be retrieved.  Either is no longer exists or you don't have sufficient privileges to view it.
