Question
New VIOS partition was installed at 3.1.4.21 on Power10 and the partition's profile was reactivated (Shutdown; Activated) with the Processor Compatibility Mode set to POWER10. However, the Processor Compatibility Mode shows:
Effective: POWER9
Pending: POWER10
Cause
VIOS 3.1 is not supported in Power10 mode.
Answer
This is working as designed.
VIOS 3.1 is based on AIX 7.2.
AIX 7.2 can run on Power10 but only in Power9 compatibility mode.
As of the time of this writing, only AIX 7.3 is able to run in Power10 mode as noted at

To View a VIOS Partition's Processor Compatibility Mode settings using HMC GUI V9
Login as hscroot user
> Click Resources
> Select All Virtual I/O Servers
> Click on the desired VIOS partition name
> Click Processors on left pane
> Click Advanced Settings on right pane
Login as hscroot user
> Click Resources
> Select All Virtual I/O Servers
> Click on the desired VIOS partition name
> Click Processors on left pane
> Click Advanced Settings on right pane
