New VIOS at 3.1.4 on Power10 shows Effective Processor Compatibility Mode as Power9

Question & Answer

Question

New VIOS partition was installed at 3.1.4.21 on Power10 and the partition's profile was reactivated (Shutdown; Activated) with the Processor Compatibility Mode set to POWER10.  However, the Processor Compatibility Mode  shows:
Effective:   POWER9
Pending:    POWER10

Cause

VIOS 3.1 is not supported in Power10 mode.

Answer

This is working as designed.
VIOS 3.1 is based on AIX 7.2.
AIX 7.2 can run on Power10 but only in Power9 compatibility mode.
As of the time of this writing, only AIX 7.3 is able to run in Power10 mode as noted at
> See Figure 2. Overview of available AIX support for Power processor compatibility on page 3.
