Error description

• When deploying to an agent pool, not all floating agents are
  used when load balancing. Steps to recreate:
  
  1) Create an agent pool with four agents of floating license
  type, currently unlicensed.
  2) Deploy a process with a sleep step of 1 min to the agent
  pool.
  3) Wait 5 seconds, and then deploy the same process 3-4 more
  times.
  
  RESULT:  The agent running the first deployment has the next 3-4
  deployments assigned to it.
