With consistent resizing enabled the actions are recommending changing VMs to different vCPU counts

Problem

With a policy set on a group of VMs to enable consistent resizing Turbonomic is recommending to resize to different vCPU counts.
Example:
VM1 4vCPU - 8vCPU
VM2 4vCPU - 6vCPU
The expectation is for the resulting vCPU count to be the same.
