    * PROBLEM DESCRIPTION: NEW FUNCTION - GDPS and Support Element *
    *                      Coordination Enhancement for z16        *
    ****************************************************************
    This PTF introduces enhanced coordination between GDPS and the
    Support Element of IBM z16 and later IBM Z server generations.
    GDPS will now prevent disruptive Support Element operations,
    such as a Support Element reboot, when it's performing critical
    operations using the BCP Internal Interface.
