Why does Workflow Rules List of Manage Recipient Feature have Inactive Rules?

Answer

It is the original design of this feature to display both active and inactive rules because when a client admin or admin wants to deactivate a user in the system, they need to remove the user from both active and inactive rules. The idea is that, using the Manage recipients feature, they could easily find the user in both active and inactive rules and replace/remove them from all rules in one action instead of going through all the rules one by one and remove the user.
