• HIPAA 271 transaction passes compliance when TRN03 is not
  present.  If there is another compliance failure in the
  transaction, the data fails compliance for the missing TRN03.

Problem conclusion

• The segment tree had the check for TRN03 present in this
  transaction, but there was no check in the hipaa_x12 tree.  The
  hipaa_x12 tree has been corrected.

  Healthcare Pack 10.0.0, 10.0.3, 10.1.0, 10.2.0, 10.2.1
  
  Fixed in the next service packs and releases.
