Why regular hours do not update after they are deleted?
STEPS TO REPRODUCE:

1. Open the Work Order Tracking application and the details of a work order with status APPR
2. Click tab Actuals
3. In the subtab Labor, click New Row:
a. Labor: select a labor
b. Start Date: current date
c. Start Time: select a time, for example 2:00
d. End Date: current date
e. End Time: select a time, for example 3:00
f. Regular Hours: is calculated, 1 in this case
g. Delete 1 from the Regular Hours attribute
h. Adjust End Time to a different value, for example 3:00 – Regular Hours remains 0. It is not recalculated
