The Message Bus Probe is failing to parse XML messages with logging such as:

Warning: W-JPR-000-000: Invalid XML format, IOException:/etc/local.dtd (No such file or directory)
Warning: W-JPR-000-000: XML syntax check failed.
Debug: D-JPR-000-000: Not adding payload to the response for payload type UNASSIGNED
Debug: D-JPR-000-000: Sending response 400 Bad Request
Why is this happening and how can I resolve it?
