Incorrect PEP 2.0 Throttling indication following concurrent server firmware update

Troubleshooting


Problem

For Power10 systems in a PEP 2.0 pool, concurrently updated to FW1010.50, FW1010.51, FW1020.30, FW1020.31, FW1030.10, or FW1030.11, Power Hypervisor inaccurately returns a value that is interpreted by HMC as 'Throttling is active' when queried.

Symptom

On the HMC interface, the most obvious symptom is the HMC prominently displaying a message or icon that an updated Power10 server in the PEP 2.0 pool is being throttled (CPU restriction).  If the credits or budgets are not exhausted, and the PEP 2.0 CoD code is not expired, throttling will not truly be active.

Cause

When a concurrent update to FW1010.50, FW1010.51, FW1020.30, FW1020.31, FW1030.10, or FW1030.11 occurs, the active code can return an incorrect value when Throttling State is queried by the HMC.  Disruptive updates or upgrades to any of these levels do not encounter the issue.

Environment

Power10 systems in a PEP 2.0 pool that are concurrently updated to FW1010.50, FW1010.51, FW1020.30, FW1020.31, FW1030.10, or FW1030.11.

Diagnosing The Problem

If the Power10 system, that was concurrently updated to one of the levels described, is unexpectedly displaying Throttling is active, the CoD history can be examined to see whether Throttling was started.
HMC command lscod can be used to check for an actual throttling start.
  • lscod -m {managed server} -t hist
Check for a recent entry with text "Processor throttling started."  If that text is not present, or if that text exists followed by an entry with text "Processor throttling ended.", then the Throttling Active indicator is inaccurately presenting that state.

Resolving The Problem

This problem is addressed in FW1030.20, released 2023/05/19.
This problem will be fully addressed, in the future, in FW1010.60 and FW1020.40.
Until then, the condition can be nondisruptively resolved by a CMC PEP 2.0 CoD code 'renewal'.  Renewals normally occur every 90 days.  If the next renewal is coming up soon, allowing the renewal to occur normally will clear the condition.  Otherwise, open a Service Request to CMC Support, and request a 'PEP 2.0 membership CoD renewal' be scheduled sooner.
For HMC V10R1M1021 or later, to determine when the PEP 2.0 membership CoD code expires, run:
  • lscod -m {managed server} -t cap -c metered
Or at any HMC level run:
  • lscod -m {managed server} -t hist
Determine when the last CoD code was entered by finding the most recent entry "Metered pool membership code entered, pool ID: x, authorized days: 90."  Note that the authorized days might show 0.  Add 90 days to the date of this entry to get the expiration date. 
CoD code auto-renewal starts approximately 10 days prior to the expiration date.
Note: If throttling does start while in this state, an HMC GUI notification and console message will be displayed, and an entry with text "Processor throttling started." will exist in the CoD history log.  In addition, CMC notifications will occur.
