Saving a JRS report fails with CRRGW6026E Unable to save the report because it has been changed by another user

Problem

Attempts to save a report in IBM Jazz Reporting Service (JRS) fail with error "CRRGW6026E Unable to save the report because it has been changed by another user".

Symptom

You see an error in the IBM Report Builder UI saying CRRGW6026E Unable to save the report because it has been changed by another user, even though no other user is editing the report. The condition is permanent for the affected report.
