Problem

Migrated existing Framework Manager model from one database to Google BigQuery and timestamps in Framework Manager include the time zone.

Symptom

Testing database query subject in Framework Manager pointing to old database showed the timestamp in the format:  Dec 29, 2022 9:25:11 AM
Testing database query subject in Framework Manager pointing to BigQuery shows the timestamp in the format:  December 29, 2022 3:25:11 AM GMT -06:00
