PH52440: "USER DOES NOT HAVE PERMISSIONS TO CREATE A SECURED PERSISTENT PROCESS" WHEN TRYING TO CREATE A GENERIC PROCESS

APAR status

• Closed as program error.

Error description

• A user that belongs only to the system team and is in the
  Administrator role is not permitted to create
  generic processes.
  
  Steps to reproduce the issue
  1. Create user (Settings > Authentication(Users) > Internal
  Security)
  2. Add user as a member of Role Administrator (Settings > Teams
  > System Team)
  3. Log in as new user
  4. Create a Generic Process
  5. When click on save an alert is shown:
  
  Alert
  User does not have permissions to create a
  SecuredPersistentProcess
  

Local fix

• User has an admin role, this error should not happen. As a
  workaround:
  
  1. Create team XXX (Settings > Teams)
  2. Add user as a member of Role Administrator for team
  created(Settings > Teams > 'XXX-Team')
  3. Log in as new user
  4. Create Process
  5. XXX-team should be selected by default, if not the case, add
  it
  6. Save (Process should be created
