Error when attempting to regenerate the cryptographic keys in Cognos Configuration

Troubleshooting


Problem

When attempting to synchronize a set of crypto keys as part of a new installation that isn't a Cognos the Content Manager, for example, from Cognos Gateway or Cognos client tools like Framework Manager or Transformer you may receive an error saying:
The cryptographic information cannot be encrypted. Do you want to save the configuration in plain text?
 

Symptom

Check your [cogconfig.log] for more information. This technote addresses this particular error:
CAM-CRP-1193 An error occurred while attempting to contact the active Content Manager to update the local CA information. Check your configuration to ensure that the configured URLs are valid and that there are services running at those locations. Reason: java.io.IOException: CAM-CRP-1289 Failure to create SSL socket object. Reason: java.net.ConnectException: Connection refused: connect, com.cognos.crconfig.data.crypto.ConfiguringSession.configure(ConfiguringSession.java:35)com.cognos.crconfig.data.DataManager.generateCryptoKeys(DataManager.java:3464)com.cognos.crconfig.data.DataManager$4.run(DataManager.java:4428)com.cognos.crconfig.data.CnfgActionEngine$CnfgActionThread.run(CnfgActionEngine.java:394)com.cognos.crconfig.data.crypto.ConfiguringSession.configure(ConfiguringSession.java:35)com.cognos.crconfig.data.DataManager.generateCryptoKeys(DataManager.java:3464)com.cognos.crconfig.data.DataManager$4.run(DataManager.java:4428)com.cognos.crconfig.data.CnfgActionEngine$CnfgActionThread.run(CnfgActionEngine.java:394)
