PH52820: DFHIS1023 Conversation error (code X'062A') is reported on an IPIC connection with z/OS Connect.

Error description

• The following message was reported intermittently by CICS when
  clients sent payloads larger than 240KB to a z/OS Connect
  server in a high workload:
  
  DFHIS1023 date time applid Conversation error (code X'062A')
    occurred on IPIC session name in IPCONN <ipconn>.
  
  where 062A means:
    Chain element received before pacing message sent.
  
  There were also z/OS Connect API related CICS tasks waiting for
  resource type IS_RECV.

  After CICS received four 60KB chunks of data, a fifth chunk was
  sent by z/OS Connect before a required pacing flow had been sent
  by CICS.
  
  A small timing window existed in the z/OS Connect IPIC code that
  allowed the signal awaiting the pacing flow from CICS to be
  reset, causing the wait for a pacing flow to be bypassed. This
  resulted in the DFHIS1023 error being reported by CICS.

• z/OS Connect has been changed to wait for the required pacing
  flow from CICS, preventing the reported message and task waiting
  in CICS.
  
  The fix for this APAR is expected to be delivered by the PTF for
  z/OS Connect EE V3.0.68.0 (PH53266).
