ACS Data Transfer download fails with MSGGEN001

Problem

ACS data transfer download fails with with MSGGEN001.

Symptom

ACS data transfer download is failing for one user with error message:
MSGGEN001 - The function did not complete successfully. (An error occurred on the system.)
General Service Logs shows the following in the service log:
class com.ibm.iaccess.base.rs.RsFile$DbException:
com.ibm.iaccess.base.AcsAppAdmin$AppAdminFailedException: MSGGEN001 -The function did not complete successfully.

Resolving The Problem

Application Administration was set to default values.

The user's authority to her own profile was *USE. Changed this to *CHANGE and the data transfer download then worked for the user.
