• ABSTRACT: REBINDs should be generated as part of WSL and not via
  AUTOREBIND when adding DELETE CASCADE
  
  
  
  DESCRIPTION: When DELETE CASCADE is added and a package is
  invalidated, the resulting invalidated package needs to have
  REBINDs as part of the WSL. The REBINDs are generated as part of
  the AUTOREBIND and this prevents the user from knowing what
  packages are going to need REBINDs before executing the WSL.

  could fail to detect a dependent package that needs a REBIND
