Troubleshooting
Problem
Perform an over the top upgrade of Cognos Analytics 11.x release with custom-preserved files set within preserve.txt file.
During start-up of IBM Cognos services, encounter errors.
DPR-CMI-4006 Unable to determine the active Content Manager. Will retry periodically.
'runTimeInfoPublisher', 'initialStart', 'Failure'.

Symptom
IBM Cognos configuration logging console, shows the errors.
