IJ44459: FIX HANDLING OF CLUSTER_PERF_SENSOR UPDATES

APAR status

• Closed as program error.

Error description

• Updates to CLUSTER_PERF_SENSOR_CANDIDATES were
  not taken into account and certain failure scenarios
  did not trigger a CLUSTER_PERF_SENSOR failover.
  

Local fix

• As a workaround a "mmsysmoncotrol restart" does also
  force updates and pending failover actions
  

Problem summary

• Updates to CLUSTER_PERF_SENSOR_CANDIDATES were
  not taken into account and certain failure scenarios
  did not trigger a CLUSTER_PERF_SENSOR failover.
  

Problem conclusion

• This problem is fixed in 5.1.6.1

  Benefits of the solution:
  Nodeclass updates taken into account,
  also Failover works faster for node outages.
  
  Work Around:
  As a workaround a "mmsysmoncotrol restart" does also
  force updates and pending failover actions
  
  Problem trigger:
  Using CLUSTER_PERF_SENSOR_CANDIDATES nodeclass
  to control which nodes are considered to get
  that role and then updating that nodeclass.
  Failover scenario like mmshutdown on the
  current CLUSTER_PERF_SENSOR node.
