When you restore the Licensed Program 57xxSS1 Option 5 (System/36 Environment) for the first time, both libraries are created automatically.

If, for some reason, any of the two libraries are deleted from the system, they will be re-created during the next IPL or the next time any subsystem is restarted
(in other words, ENDSBS followed by STRSBS). When either of those actions happen, you will find these messages in the joblog of the subsystem that has been restarted:
