Workflow recipient assignment can be done in three levels:

Global(rule) recipients - In this level user can be assigned as authorized or default recipients for each rule-role combination:

• Assigning users as recipients is not mandatory in this level and both authorized and default recipient lists can be empty in a rule-role combination, which means each user can assign any active users to their individuals or reviews awaiting approval recipient lists for that rule-role combination
• In the global configuration if authorized recipient list is empty, any active user can be selected as a default recipient. These users are displayed in individuals recipient lists as default recipients, and can be changed
• In the global configuration if authorized recipient list is not empty, only users in that list can be selected as global default recipients, individuals and reviews awaiting approval recipients for that rule-role combination

Individuals recipients

• Default recipients which are set in the global configuration are displayed as default recipients in individuals recipient lists and can be changed
• If authorized recipient list in the global configuration is not empty, only users who exist in that list can be selected in individuals recipient lists

Reviews awaiting approval recipients

• The workflow review gets created by using requesters recipients lists for an item
• After the review is created for an item, requesters can add recipients to the recipient list for that review and if the authorized list in the global configuration is not empty, only users who exist in that list can be added to the review’s recipient list
