Error description

• V10 HIPAA Compliance Check reports errors for some data content
  validated using Type 7 Business Rules with Pattern Match. The
  same data content is accepted in V9 HIPAA Compliance Check.

  Problem Description:
  Qualifier_Value content not being returned from hcsuv for some
  type 7 rules, making validation of these rules incorrect

Problem conclusion

• A previous fix to handle presence of $ in data being returned
  from HCSVU causes this issue.  The original problem has been
  fixed so that <etx> is used instead of $  to delimit error
  records, as this value is not permitted in HIPAA data.

  Healthcare Pack 10.1, 10.2
