Startup of Cognos takes a long time (>30minutes) to start up

Troubleshooting


Problem

When starting up Cognos, the startup time takes a long time (>30minutes) before the Dispatcher Services are available.

Symptom

In Cogaudit.log, you notice that all other services start successfully quickly. The only service that takes time to come up is the Dispatcher service. This is indicated by a discrepancy in timings between all other services, as indicated by StartService ServiceName, and the Dispatcher Service, as indicated by:
Audit.Other.dispatcher.DISP.com.cognos.pogo.logging.SystemEventLogger    Start    Dispatcher                    Success        DPR-SYS-6000 The product is ready to use.
Additionally, if you have enabled a GLUG trace, the following error is shown:

com.cognos.pogo.monitoring.jmx.JMXDispatcherConnection [pool-37-thread-1] NA IOException connecting to service:jmx:hessian://Secondaryserver:9305/p2pd/hessian

java.net.ConnectException: Connection timed out: connect
