IBM Control Desk 7.6.1.5 UI not coming up with Liberty 19.0.0.1 and results in "Context Root not found"

Problem

On installing Liberty 19.0.0.1 on IBM Control Desk 7.6.1.5 and the launch, an error is thrown: Context Root not Found on UI. 

Symptom

The UI displays the following error:
