  463-EW required if 464-EX is present.
  
  Result: File failed compliance but with an incorrect 471 edit.
  
  Edit 471 corresponds to the 478-H7 field in a different
  record [AM11].  None of the fields that edit 471 is validating
  are present in this test file [fields 478-H7, 479-H8, and
  480-H9].
  
  Propose that edit 601 should be the edit that sets in this
  situation.
