Problem
PM flows stay in waiting state for some user accounts
Symptom
Process Manager flows stays in waiting state for some user acocunts untill it gets killed. However other users are able to submit flows successfully to PM and they are processed by LSF. The problematic user ID are able to submit jobs successfully to LSF using bsub command
