What does the default_limit mean in MEMLIMIT?

Question

A user submitted a job which would consume 3MB memory while running. The queue is set with MEMLIMIT=1000 8000. However the job was killed with the following reason: Completed ; TERM_MEMLIMIT: job killed after reaching LSF memory usage limit.
