Problem
Telnet server fails to start with: MSGMCH3802 - Cannot place message to queue QTVRC because queue is full and not extendible.
Diagnosing The Problem
Telnet will not start and error TCP7124 is found in the QTVTELNET joblog. Changing the message logging level for the QTVTELNET job (to 4 0 *SECLVL) reveals the MCH3802 to the QTVTRC message queue.
Resolving The Problem
This problem is typically caused by someone leaving a TRCTCPAPP *TELNET active. To resolve the issue you need to do a WRKOBJ QTVTRC and delete the object. Prior to deleting that object you can do a DMPOBJ QUSRSYS/QTVTRC *USRSPC and it should look something like the below, with it showing who started the trace. You can also run TRCTCPAPP APP(*TELNET) SET(*CHK) to see if one is active. If so, end it [ TRCTCPAPP APP(*TELNET) SET(*END) ] then delete the object. Once the object is deleted restart the telnet server.
