IT42091: SPECTRUM PROTECT PLUS CONTAINER BACKUP OR RESTORE HANGS WITH 'UTF-8' CODEC CAN'T DECODE ERROR

Error description

• At the end of a job Spectrum Protect Plus Container Backup
  Support collects logs of the containers. This operation can fail
  with the error message: 'utf-8' codec can't decode byte 0xb0 in
  position 18417617: Invalid start byte. The exact value of the
  position may vary. The associated job will fail to run to
  completion. There is no message ID associated with this error
  message.
  
  The defect can be confirmed by searching for the "'utf-8' code
  can't decode" message with no message ID and the job is running
  an abornmally long time. The job must be cancelled so that the
  SLA of the job can continue to execute. Since the job has
  already finished backup operations at the point this error
  occurs, one may keep finished backups in the cancellation
  prompt.
