PH49314: Automate the RESUME_WAITERS for tasks suspended due to JVMTHRED.

Obtain the fix for this APAR.

APAR status

• Closed as program error.

Error description

• Unable to automatically relieve JVMTHRED lockouts in a JVMSERVER
  by increasing it's threadlimit with CEMT .
  

Local fix

• Either use TCLASS to limit the workload so that there are always
  10 threads free to process the new tasks created by the JSON
  transformation or change the application so the transformation
  runs in CICS rather then the Axis2 jvmserver.
  

Problem summary

  *                      not automatically resumed when the      *
  *                      threadlimit is increased.               *

  Resume_Waiters is only run at the end of a task as the thread
  is returned to the pool. Hence increasing the threadlimit has
  no effect on suspended tasks until a new task runs to
  completion.
  

Problem conclusion

• Change the code to resume all waiting tasks when the threadlimit
  is increased.
