Application Support seeding fails with Service Pack automatic procedure - KCIIN2514E TEMS service is still pending start

Troubleshooting


Problem

When applying Service Pack 10 or 12, after the actual service pack installation has been completed on the server component, the post installation script 'sp-postinst' may fail to seed Application Support components. 

Symptom

The output from the resulting script command could be as follows:
Service pack install completed without errors.
Running post install script: /srm/_installpkg/6.3.0.7-TIV-ITM-Linux-SP0012/sp-postinst -h /opt/IBM/TMS

Starting tems for seeding support updates
Job for ITMAgents2.ms.REMOTE_tems01.service failed because the control process exited with error code. See "systemctl status ITMAgents2.ms.REMOTE_tems01.service" and "journalctl -xe" for details.
systemctl start ITMAgents2.ms.REMOTE_tems01.service RC: 1
It can take up to ten minutes.
KCIIN0084E Timeout waiting for TEMS to become ready...
KCIIN2514E TEMS service is still pending start. Check ITM documentation for more details.
