Error description

• IROSENSR failed with RECON ALLOCATION ERROR if an unauthorized
  MDALIB is specified for IMSDALIB.

  RECON allocation error occurs in Recovery Sensor (IROSENSR)
  under the following conditions.
  1.Specifying unauthorized MDALIB for IMSDALIB.
  2.Specifying MDALIB for STEPLIB.
  

Problem conclusion

• The module HKTIROX1 and HKTRCAF1 have been modified to allocate
  RECON even when unauthorized MDALIB is specified for IMSDALIB or
  MDALIB is specified for STEPLIB.
