Error description

• A change package containing a ZFSFILE is processed by the READY
  function.  If the Systems Option "Security checking by CICS
  resource keys" is activated.
  The READY request fails with the following symptoms:

Problem conclusion

• CICS Configuration Manager is corrected.  The System Option
  "Security checking by CICS resource keys" is ignored for READY
  processing of CICS resource objects, but was incorrectly applied
  for ZFSFILE objects.
  
  The security check by subroutine CCVSMDDD (maintain Repository
  definitions) is now corrected for the READY function, and
  similarly for the APPROVE function which performs READY
  verification checks.
