PDF reports are showing empty black boxes instead of images intermittently when images are served from Tomcat

Problem

When running a PDF report we are seeing empty black boxes instead of the images intermittently when images are served from Tomcat

Symptom

BIBUS trace shows the following error:
XferWebResource: resource url is <https://server/image.jpg>;

XferWebResource: going to the web XferWebResource: basePath <>, safeUrl <https://server/image.jpg>;
XferWebResource: webUrl <https://server/image.jpg>;

XferWebResource: caught <CCLURLException>
XferWebResource: text <<Exception Name="CCLURLException" Error="10" Severity="Error"><Messages><Message Name="CCLMessage" File="cclurlmsgs" Severity="Error" Nesting="0" ><MessageText>CCL-URL-0010 The following HTTP response line is malformed:</MessageText></Message><Message Name="CCLMessageString" File="" Severity="Error" Nesting="0" ><MessageText>HTTP/1.1 200</MessageText></Message></Messages><TraceInfo><Trace Text="Connexion.cpp(248): CCLURLException: CCL_RETHROW: Connexion::openStream" /><Trace Text="CCLURLHTTPParser.cpp(234): CCLURLException: CCL_THROW: CCLURLHTTPParser::validateResponseLine" /></TraceInfo></Exception>>
