Problem
The App Connect Enterprise (ACE) and IBM Integration Bus (IIB) products provide a graphical Toolkit for building and debugging message flows. To debug a message flow, the Integration Server runs with a "debug port" enabled and the Toolkit's debugger connects to that port. In some cases, the Toolkit fails to connect to the host and port.
