Troubleshooting when newly created business terms cannot be assigned during data discovery after the cluster got restarted

Problem

The Cloud Pak for Data cluster got restarted, whatever as planned when using cpd-cli backup-restore or got restarted by all node reboot. After restarting, newly created business terms are not assigned when running data discovery or data quality analysis.

Symptom

After cluster restart, newly created business terms cannot be synced to IGC. So when you create a new business term, it cannot be assigned through Data discovery or Data Quality Analytics.  Can't find this new business term when you manually assign a business term to a column or a table.
