  * When processing an environment from template import with all *
  * settings as "upgrade", importFullTrees=false, and the        *
  * baseResource path does not exist*, the imported resource     *
  * tree will be placed at the root and may duplicate other root *
  * entries. Having resources with the same path causes the      *
  * ResourceFactory methods that restore Resources by name or    *
  * path to fail with NonUniqueResult exception.                 *

  * ResourceAPIHelper#createResourceFromJSON and the base        *
  * resource does not exist                                      *

  * the export JSON does not contain any parentID/IDs attributes *
