APAR status

• Closed as program error.

Error description

• In CMOD, when invoking arsuupdt in 9.5, or 10.1 and above for a
  64-bit arsuupdt, the dll is loaded every time it is invoked and
  unloaded after invocation. For a 31-bit arsuupdt, the dll is
  loaded at the start of arsload and is not unloaded until arsload
  terminates.  This difference in behavior may cause arsuupdt to
  fail if it relies on the reinitialization of static data by
  virtue of the dll being unloaded and reloaded.  One example
  would be a file status 41.

  ARGZ31OS was loading the arsuupdt dll at arsload startup and
  unloading it when arsload terminates.  The arsuupdt dll is
  supposed to be loaded/unloaded every time it is invoked.
  Loading/unloading causes and static variables to get
  reinitialized.  Failing to reinitialize the static variables may
  cause arsuupdt to fail.
  

Problem conclusion

• ARGZ31OS is changed to load and unload the arsuupdt dll every
  time it is invoked.
