Error description

• This enhancement enables SCAN indexes into a file by index,
  instead of by partition.
  
  This is being implemented as a result of RFE requirement 130620.

  With this APAR, FPA Build Index function is enabled to generate
  a build pointer segment record data set per index, instead of
  per partition, when the symbolic variable &IDXGRP is specified
  in the following keywords:
  . DSNAME keyword of the BLDMFILECTL subcommand
  . BUILDDSNMASK keyword of the INDEXBLD command
  
  This enhancement is being implemented as a result of RFE
  requirement 130620.
