IJ38924: IO_URING OP_READ_FIXED ERROR

Error description

• Issuing io_uring IORING_OP_READ_FIXED
  requests to read data into
  preallocated buffers fails with an error.
  

Local fix

• When using io_uring, use IORING_OP_READ instead of
  IORING_OP_READ_FIXED. This would
  require changing the application
  issuing the requests and might come at a performance penalty.
