  Abend S80A in IPISIRUR obtaining 24-bit working storage area
  for report processing.
  

Problem conclusion

• 1. The IMS PA IRUR report obtains working storage for each IMS
     system it reports on, this storage is currently in 24-bit
     storage below the line, this is changed to now be 31-bit
     storage above the line. In addition, buffer pool control
     blocks for input files currently in 24-bit storage are
     changed to use 31-bit storage and IMS PA Transit Engine
     queue manager control blocks residing in 24-bit storage are
     now moved to 31-bit storage.
  
  2. The IRLM System CSV extract headers may be truncated if the
     IRLM User extract is processed beforehand as they share a
     common set of headers and the default length was not reset
     before each report was processed.
