Why "Return Expired Document" is not working after document cache expires

Question

Document Cache Policy is configured as follows:

Policy Type = Fixed
TTL = 300
Cache Back-end Responses = ON
Return Expired Document = ON

(All other parameters use the default setting)

However, when the backend server becomes unavailable and the TTL has expired,  DataPower does not return the last cached version of an expired document, instead it attempts to connect to the (unavailable) backend server and returns errors: Failed to establish a backside connection.
