Problem conclusion

• The following changes have been made:
  86984 - Module ISTS2ROP was modified to tolerate a configuration
  change in the adapter related to the RoCE Address Table size.
  JN383 - Module ISTSRIS8 was updated to drive the stack on the
  client side with the DM_Act_Ind immediately before performing
  miscellanous cleanup processing such as  canceling the Confirm
  Link TQE.  A small delay in the dispatching of ISTINCTM allowed
  the Add_Link LLC to arrive before the DM_Act_Ind.  This timing
  window caused the stack to discard the Add_Link LLC which lead
  to the SMC-R link timeout.
