IBM Cognos Analytics Service will not start after Installing 11.0.13 Interim Fix to resolve Log4j vulnerabilities

Problem

After installing Cognos Analytics 11.0.13 IF5 in order to resolve known security vulnerabilities, Cognos Analytics will not start, and no Java Process is spawned on the Operating System. 
This has been known to occur when applying Interim Fix 3 (or later) on top of an existing 11.0.13.x installation and is caused by a change in default java path for Cognos Analytics. 
This is most likely to occur after installing 11.0.13 IF5, but may also occur after installing/upgrading other versions. 

Symptom

Shortly after attempting to start services, the following error is displayed. 
"CFG-ERR-0106 IBM Cognos Configuration did not receive a response from the IBM Cognos Service in the time allotted"
The Cognos service appears to be running in Cognos Configuration, and a BiBus process is spawned on the server.
Further review of the Operating system task manager reveals that no Java Process is spawned on the server.
Cognos Portal is not accessible in a browser and throws a 500 error.
