Error description

• If the number of quorum nodes in the cluster
  is not greater than the minQuorumNodes
  configure setting, the mmchconfig command
  fails without a clear message.
  

Local fix

• If setting tiebreakerDisks parameter fails
  because the number of quorum
  nodes in the cluster is not great than
  minQuorumNodes, use the mmchconfig
  command to set minQuorumNodes to the default
  value or a value lower than the number of
  quorum nodes in the cluster.
