How to clean up draft artifacts that are in state "Publish failed" and that cannot be acted upon in the GUI

Problem

Under some conditions, it is possible that a workflow instance that is managing drafts of governance artifacts does not properly complete upon publishing due to a failure during the publish operation. In this case, the involved governance artifacts continue to appear as drafts with an indication "Publish failed". However, no buttons appear on such a draft and no task is available in the task inbox to proceed the respective workflow.

Symptom

After trying to publish reference data sets, or after trying to publish a set of imported governance artifacts, the drafts do not get published and still show in the GUI under tab "Draft" with an indication "Publish failed". There are no buttons in the GUI to change the state of those drafts and there is also no related task in the task inbox. Moreover, when fetching the state of the corresponding workflow using the  "GET /v3/workflows/" API call, the workflow state is shown to be "Publishing".
