with diag fails to update firmware and SHIENT_HW_ERR

properly updated message, recommending rmdev/mkdev, after which
adapter does not configure due to VPD failure.  Customer may
see unrecoverable EN0W adapter, with SHIENT_HW_ERR in errlog
