unable to save custom color palettes

Troubleshooting


Problem

While saving custom color palettes, customer gets a message that palettes are successfully saved but after refreshing the UI newly added palettes disappear 

Symptom

Error message in the logs "CM is not available due to init failure: Index dir '/Cognos_install/data/search/collection/cm/data/index/ of core 'cm' is already locked" 
This indicates a lock on the Content manager indexes.
