"Invalid database URL" error when testing Oracle® database connection with Engineering Lifecycle Management (ELM)

Problem

When you test connection to Oracle® database in IBM Engineering Lifecycle Management (ELM) applications, it results in "Invalid database URL". 

Symptom

Test connection to Oracle® database fails with "Invalid database URL" error. The database connection is established without issues that use JDBC 11.2.0.4.0, but fails when the driver is upgraded to JDBC 12.2.0.1.0 or higher. All connection configuration details such as URL, password are correct in the teamserver.properties file.
