Application within the Engineering Lifecycle Management (ELM) suite won't start after adding or modifying JAR files

Troubleshooting


Problem

When modifying or adding JAR files in the sites folder for one of the applications in the Engineering Lifecycle Management (ELM) installation directory, the affected application might not start and you might receive an HTTP status 400 error.

Symptom

The affected applications for which the JAR files have been modified or added for will not start.
Navigate to the JTS Server Admin where you might see the following error message if the CCM application becomes inaccessible:
Application: the discovery resource at https://[DomainName]/ccm/rootservices for "/ccm" cannot be accessed: The returned HTTP status was 400
